Background
At the beginning of the COVID-19 pandemic, Moscow launched an international charm offensive. While the number of the infected was low in the Russian Federation, Moscow sent medical aid to some European countries and the US. Russian media accompanied these initiatives by pointing out to the weaknesses of Western democracies in dealing with the pandemic. As COVID- 19 spread in Russia, the narrative changed. The seminar will explore media narrative for the Russian audience.
Has the Russian Federation profited from the pandemic to strengthen and improve its international role? Has the soft power offensive been successful?
